This is a woodblock print by Katsushika HOKUSAI (1760 - 1849), depicting a picnic under the cherry blossoms at Shinagawa, district of old Edo as well as part of today's Tokyo. Hokusai was primarily responsible for introducing the taste for landscape prints.

Times haven't changed that much! Wonderful carving, one wouldn't say it is woodblock print, so skilfully done!
